Well-ordered Bi2Se2Te film as a topological insulator was synthesized from amorphous phase of a {(Bi(3 A)Te(9 A)}n/{(Bi(3 A)Se(9 A)}n layered film. Optical characteristics shows the coexistence of a surface metallic state and a quantum well state in Bi2Se2Te.
